PPWR – The New EU Packaging Regulation
The new European Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, has been in effect since August 12, 2026.
The goal of the regulation is to reduce packaging waste, conserve resources, and make packaging more recyclable and circular. To this end, the PPWR introduces new requirements across Europe—including those related to recyclability, material use, packaging minimization, and documentation.
What does this mean for our customers?
The PPWR assigns different responsibilities to companies throughout the supply chain. The specific requirements that apply depend on the role a company plays in the manufacture, filling, and marketing of packaging.

Who is responsible for ensuring that packaging complies with the PPWR?
That depends on the specific supply and distribution arrangement. In the case of custom sales and outer packaging, the producer is generally the party that has the packaging manufactured according to its own specifications, fills it with its product, and then places it on the market.
What requirements do our folding boxes meet?
We manufacture in accordance with the specifications agreed upon and approved by our customers and ensure documented and traceable production.
Based on information from our suppliers and our quality assurance procedures, we also take into account the substance-related requirements relevant to our area of responsibility. This includes, in particular, the PPWR limit of a total of no more than 100 mg/kg for lead, cadmium, mercury, and hexavalent chromium .
Who is responsible for ensuring recyclability and minimizing packaging?
Recyclability and material efficiency are significantly influenced by the specific packaging design—for example, by material combinations, coatings, adhesives, printing inks, format, and construction. If these characteristics are specified by the customer, they are factored into the evaluation of the finished packaging accordingly. We are happy to assist in implementing material-efficient and recyclable solutions as early as the development stage.
Do we issue a PPWR Declaration of Conformity?
We provide our customers with the information relevant to our area of responsibility. The final conformity assessment and the EU Declaration of Conformity for the respective packaging are generally the responsibility of the manufacturer.
Important: The declaration of conformity is a legally binding self-declaration made by the manufacturer regarding the packaging it places on the market.
This declaration must be based on technical documentation that complies with the requirements of Annex VII of the PPWR. Companies should be able to provide technical documentation for all packaging they use.
